Like the Repair Center / WO Email Tab the Request Log Email Tab is used to:

These messages are used for responses to work requests made using the Request Log windows.

If you indicate an Automatic E-mail response when processing the request and a Repair Center is not indicated, WebTMA prompts you with a Confirm message that a Repair Center is required in order to send the message. You also have the option to use a Manual Reply or No E-mail from the Request Log window.

The Suppress Email check box at the upper right of each Subtab gives you the option to prevent the template from being used to send e-mail responses defined by the given Subtab.
